The following charts attempt to identify key personnel at Joint Forces Intelligence Command during the time frame of 1999-2001. It's sparse to say the least. Any errors - and there will be some - are my own.

This is a work in progress. As information becomes available, I will add names to the chart. Generally speaking, I am finding the information through online bios as military personnel retire and enter the private sector.

US Joint Forces Command

Established in October 1999 when US Atlantic Command (USACOM) was redesignated US Joint Forces Command (USJFCOM).

Admiral Harold W. Gehman, Jr. served as Commander In Chief U.S. Joint Forces Command from September 1997 until his retirement September 2000. His replacement was General Kernan.

Lieutenant General Thomas N. Burnette, Jr. served as Deputy Commander In Chief U.S. Joint Forces Command from July 1999 until his retirement September 2000. His replacement was Vice Admiral Mayer.

Joint Forces Intelligence Command

A subordinate of USJFCOM, Joint Forces Intelligence Command (JFIC), was established in October 1999. It's worth pointing out that in June of 2001, there is a pattern of turnover within the intelligence community at JFCOM.

Curious data point - where was Vice Admiral Robert B. Murrett, USN between October 1999 until he returned in August 2000? Is that important to understanding the culture at JFIC prior to 9/11?

Asymmetric Threat Division

The following chart is a break out of the Asymmetric Threat Division, also known as DO-5, to which Captain Kirk von Ackermann USAF was assigned. It was established in 1999. According to the report from the Inspector General, DO-5 answered to the Director of Intelligence (J-2) of the JFIC and produced the Worldwide Terrorist Threat Summary in support of the Intelligence Director for JFCOM.

The overall structure of the group is opaque to me.

Captain Stephen F. Santez Jr., USN presented Captain Kirk von Ackermann, USAF a Joint Service Commendation Medal from the JFIC on April 26, 2000.

Joint Task Force - Civil Support

Established October 1999, Joint Task Force - Civil Support (JTF-CS) was a subordinate of USJFCOM. "...JTF-CS is commanded by a two-star general officer and, when fully manned, will have 160 full and part-time personnel." [ref]
